Thanks for your posting. I, too, hope that states continue to explore ways of offering more affordable health insurance to their citizens.
While states can tax employers for certain public purposes, the question remains "To what extent can employers be taxed" to not conflict with federal law, including Supreme Court decisions.
What do you see as the primary objective of ERISA's preemption clause?
